Documentation Number Display,

Question: 46CFR67.121 requires that the documentation number preceded by "NO." be placed on the interior of the vessel, etc. The USCG National Vessel Documentation Center has confirmed the requirement. A number of 25- to 30-foot sailing vessels at the Naval Base Sailing Center in our area correctly display the number, except for the "NO.". Many of the boat owners have ornate in-letted plaques fastened per the CFRs, except for the "NO." and don't understand why we are so "Picky" as long as the number on the vessel and the USCG Record of Doucumentation are the same. The owners are all active or retired military and extremely responsible. Can we use our judgment re award of the safety decal in these cases?
Answer: No. As clearly stated in the Code of Federal Regulations, the official documentation number that is required to be permanently marked on a visible structural part of the vessel must be preceeded by the abbreviation for number "No.". If a vessel owner received a VSC decal and later received a violation citation from a Coast Guard boarding officer or other boating law enforcement officer, the credibility of the Vessel Examiner as well as the entire VSC program would be called into question by the boater as well as the Coast Guard and other boating law administrators. We are not being "picky". We are educating the boating public as to the federal, state, and local boating regulations. The CFR's are not open to "judgement" calls by Vessel Examiners. The respect for the entire VSC program depends on the consistent application of these regulations when awarding a VSC decal.

Registration Numbers,

Question: I know questions have come up about registration numbers and what is CG approved. I brought a PWC and while at the dealer, Alcoa Good times in TN, I noticed that they had numbers for sale. The package said USCG approved. Yet they where not plian block letters/numnbers and some where shaded, dark at top and lighter at bottom. Answer: The Coast Guard is looking into this source of possible confusion. We as VE's and PV's can educate the boating public so they know the requirements of registration numbers.

Vessel Facility Inspection,

Question: Can a VE perform a facility inspection to a boat that is being offered as a operational facility if both the VE and the owner are in the same flotilla? Or does the VE have to be in another flotilla?
Answer: A Vessel Examiner may perform a Facility Inspection on a vessel owned by a member in the same flotilla as long as the inspector has no financial interest in the vessel and is not an immediate family member of the owner. This is the national policy and you may want to check with your District Director of Auxiliary to see if your district has a different policy.

VSC Manual,

Question: When will we have a new VSC Manual?
Answer: The VSC manual COMDTINST M16796.8 is current and can be ordered from ANSC. The format is on a CD.
The VSC and RBSVP manual plus training modules are available by ordering the ANSC 2001A CD. In addition, a DVD covering the VSC and RBSVP (ANCS 2001B) and Smart Start for Paddlers (ANSC 2001 C & D) are also available.
